I have heard if you go over a really rotten board that if you drive over it you will fall out the bridge... Is this true or not?

We need a bit more detail. In the UK we don't have many of these bridges (if any). What exactly are you trying to understand? How bit is a board? is it longitudinal placed? What are they made from? is there a substructure under the bridge?
