I have never heard this myth. I can't see how eating fish (does it matter what fish?) and milk would react with each other. Neither, as far as i am aware, contain any chemical elements that would affect skin pigment. The only edible chemical element i know that colours the skin is beta-carotene which can turn the skin yellowy-orange if eaten in large amounts.
