It would depend on the height and how you hit the water. Ever dived into a pool and accidentally belly flopped? Even though it's only from a few feet, it hurts like hell yet professionals can dive in from 50 feet and break the water gracefully.

In almost any cir****tance, landing in water would be more survivable. Water gives way to a certain extent so regardless of speed, the sudden g-force exerted on your body would be less than that of coming to a complete and immediate halt on concrete.

The only way I can think of water being more dangerous would be if you fell from a survivable height, landed in water, were knocked unconcious and drowned as a consequence.
